The program of the City Department of Entrepreneurship is based on tasks that aim to promote economic and entrepreneurial activities, ensuring progress in the development of the economy of Rijeka. These activities are carried out by two divisions:

The division is dedicated to creating and developing entrepreneurial and institutional support, i.e. the continuous promotion and development of entrepreneurship by creating and meeting its basic prerequisites. The division's activities include:
- securing financial support for entrepreneurs through entrepreneurial loans and guarantees
- implementing projects that aim to develop economy, with a special accent on city tourism
- revitalising specific city locations with new entrepreneurial activities – connecting historical heritage, culture, music and entrepreneurship
- organising fair events with a special stress on organising the “International Fair of New Technologies and Products”
- distributing information regarding sources of finances for projects that promote economic development according to the EU programmes and pre-accession funds – project “Croatian Regions Office in Brussels”
- supporting entrepreneurship through the Incubator Programme – within the Regional Development Agency Porin, which is in co-ownership of the City of Rijeka
- supporting the founding of new clusters
- counselling for Entrepreneurs - entrepreneurs can receive advice and information on various legal regulations (trade companies, crafts, tax policies, etc.), methods of starting various types of businesses, registration procedure, access to financial sources, acquiring business premises and other issues of importance
- carrying out affairs in the domain of legal regulations - affairs and tasks in the domain of legal regulations that have been delegated to local administration, i.e. affairs concerning catering services and shop working hours, other economic and entrepreneurial affairs of administrative and non-administrative character

The division's activities regard the maintenance of facilities in the ownership of the City of Rijeka, as follows:
- drawing up of yearly plans of procurement of works
- forming expert committees for the preparation and implementation of public procurement procedure
- preparing documentation for public tender or invitation to tender
- preparing public work contracts
- monitoring the realisation of contracted works according to the items of the cost estimate
- monitoring the realisation of the yearly plan of procurement of works
- keeping records on procurement procedures and awarded public contracts
