Within the Department of Local Self-Government and Administration there are two operating boards:
 
Local Self-Government Board
 
The Local Self-Government Board deals with activities related to the direct participation of residents in taking decisions concerning local activities that directly affect their daily life and work at the level of local-district. The Board follows regulations and laws regarding the local government, and coordinates activities of local-districts with the local authorities. There are 34 local-districts in Rijeka.

General Affairs and Human Resources Board
 
This Board deals with all the activities and regulations regarding employment and employees of the city administration, receiving and shipping of mail, maintenance of business areas of the city administration buildings and other general affairs.
