The activities relating to preschool education and elementary school education fall within the competence of the City of Rijeka. This Department monitors and co-finances the programmes dedicated to gifted individuals and children and young people with developmental disabilities, programmes carried out by private kindergartens and elementary schools and awards scholarships to students.
Activities relating to social welfare provided to citizens who due to personal and social disadvantages are not in a position to independently meet their basic living needs and activities relating to the improvement of accessibility and the quality of health care
This Department is responsible for implementing cultural policies by financing the Public Needs Programme in the field of culture and for financing and coordinating the activities of cultural institutions. The realisation of the European Capital of Culture project and the creation of cultural infrastructure represent an important segment of its work.
This Department is responsible for meeting the citizens’ needs in the fields of sports and technical culture and it takes care of the facilities owned by the City dedicated to sports and technical culture. In cooperation with other bodies it devises and plans the development of a network of sports and technical culture facilities.
Administrative and professional activities relating to budgeting, projections, keeping the records of public procurement and financial operation. Accounting and bookkeeping activities, activities relating to the collection of municipal taxes and other income, as well as expenses and insurance operations.
Activities relating to planning, projecting, developing and establishing IT systems, geo-information systems (GIS), integrating alphanumeric and graphic data, on-line services within the development of e-Government.
The area of legal and labour relations of public servants and support personnel, work coordination between local boards, as the most direct form of citizens’ participation in decision-making processes, clerk’s office activities as well as the protection and rescue segment.
Activities relating to the assessment of the internal control system, providing an independent and fair professional opinion and advice with the aim of enhancing operation and improving the efficiency of the risk management, control and governance processes.
