Project Goal:
Drawing up conceptual and main projects and other documents necessary to obtain location and building permits and prepare an environmental impact study and a feasibility study with economic and financial analysis.

Description: The project includes the preparation of the Feasibility Study, the Study of Financial and Economic Analysis, the Environmental Impact Study, the preparation of the Conceptual project and obtaining location permits, preparation of the Master project and obtaining location permits, resolving ownership and legal relationships (in the amount of 10 % of the contract value) and managing projects.

The mentioned documents are necessary for the implementation of the project relating to the construction of the second railway track, modernisation and renewal of the railway line section Škrljevo – Rijeka – Jurdani, which includes the reconstruction of the existing terminal station Šapjane and the train stop Permani and the reconstruction of signalling and safety devices on the railway line section Jurdani – Šapjane.

Based on the prepared technical documentation, the documentation required to start the public procurement procedure and for contracting of works and supervision services for the purpose of modernisation of this section will be provided. This will create a basis for the application of works and for continuing the implementation of the strategic goal of the Republic of Croatia, aimed at modernising part of the Mediterranean corridor which will help eliminate the existing so-called bottleneck in the area of the city of Rijeka, and, in this manner, enable further development of the existing capacities of the Port of Rijeka, the core seaport in the European Union, in accordance with Annex I to Regulation 1315/2013, and will help establish quality suburban and urban transport.

During 2013 and 2014, the City of Rijeka actively took part in the procedure of study preparation “The Study of Framework Possibilities for constructing the second railway track of the section Škrljevo – Rijeka – Šapjane”, within which conceptual solutions to the construction of the second railway track and a new railway station for use in urban and suburban transport were prepared. The study proved its social and economic justification of this intervention, and during 2015 HŽ Infrastrukture initiated preparatory activities in order to continue designing.

In December 2016 an agreement was signed for the preparation of project documentation with the chosen INSTITUT IGH consortium in the amount of HRK 33,777,000.00. The preparation of project documentation and procurement of all permits is planned in the period from 2017 to 2020, following this, application of works is envisaged in order to provide EU funds and to start other activities. The necessary 15% of funds of the national component in total costs will be split among agreement signatories: HŽ Infrastruktura in the amount of 10% of the agreed value, the Primorje – Gorski Kotar County 1.75%, the City of Rijeka 1.75%, Bakar Municipality 0.75%, the Commune of Matulje in the amount of 0.75% of the agreed value.
