The conditions and the manner of use and temporary use of the public areas, real estate and land owned by the City of Rijeka for economic and other purposes for installing temporary objects and advertising devices and other equipment and devices have been been regulated by the Decision on making available public areas and real estate owned by the City of Rijeka for installing temporary objects and advertising devices and other equipment and devices (Official Gazette of the City of Rijeka No. 7/19).

The term temporary objects shall mean newsstands, mounting constructions, mobile devices, stalls, railings and restaurant terrace areas etc.

The manner of using public areas

Real property to be used for installing temporary objects and advertising devices is provided following a public tendering procedure.

Exceptionally, the City of Rijeka may approve temporary use of real property for installing temporary objects and advertising devices during the organisation of holiday, occasional and public manifestations, having sporting, cultural, technical, political, activistic, humanitarian, ecological, educational and similar nature, where temporary use of an item of real estate gains an income in accordance with trade rules.

Fee rates 

The fee rate for using real estate is fixed in accordance with the zone and the purpose for which real estate is made available. Real property items that are made available for use are classified by zones.

Temporary use of items of real property and/or movable property with the purpose of organising activities having sporting, cultural, technical, humanitarian, ecological, educational and similar nature, that are sponsored by the City or which are of relevance to the City, is free of charge.

Locations for installing temporary objects and devices

Locations for installing temporary objects and devices are determined by the Locations Plan.
The Commission responsible for installing temporary objects and devices grants its consent to the installation of temporary objects and devices, pursuant to the Regulation on the conditions for installing temporary objects and devices (Official Gazette of the Primorje and Gorski Kotar County No. 1/07, 54/08).
