Since 1996, the City of Rijeka has been implementing “The Programme of Entrepreneurship Incubators” in cooperation with the Rijeka Development Agency Porin, offering to entrepreneurs, business starters a package of professional services and favourable conditions concerning business premises, so that to that scope almost 5,000 sq m of business premises have been made available. In 2014, the model was improved so that entrepreneurs are offered even more favourable conditions through the system.

Services and free business premises of incubators are made available to economic operators following public invitations to tender, published by RDA Porin.
