Incentivising measures whereby co-financing the audiovisual activity have been effective ever since 2009 when the Cooperation Agreement between the City of Rijeka and the Croatian Audiovisual Centre was signed. Pursuant to the Agreement, the City of Rijeka has co-financed the Rijeka movie production on the basis of the funds allocated within the public necessities programme in the field of culture, while the Croatian Audiovisual Centre to the allocated amount has added the equal amount.

On the basis of criteria, the Cultural Council in charge of the audiovisual activity of the Department of Culture of the City of Rijeka chooses the best movie productions through a competition for public necessities, thereafter it submits them to the Croatian Audiovisual Centre for appraisal and adoption. Under this Agreement, on average, from three to six movie productions are co-financed annually.
