The Public Needs Programme of the City of Rijeka in the field of culture is adopted pursuant to the Act on the Financing of Public Needs in the field Culture (Official Gazette No. 47/90, 27/93 and 38/09).

The Public Needs Programme of the City of Rijeka in the field of culture is adopted pursuant to the Act on the Financing of Public Needs in the field Culture (Official Gazette No. 47/90, 27/93 and 38/09).

In the current year, the Department of Culture publishes invites tenders for financing the Public Needs Programme of the City of Rijeka in the field of culture for the next year. After the expiry of the deadline, the received programme tenders are evaluated by cultural councils appointed by the City Council of the City of Rijeka.

As an exception to the previous paragraph, the professional evaluation of the submitted proposals for cultural programmes in the community, programmes and events for young people, due to their interdisciplinary and diversity, is carried out by expert commissions consisting of representatives of those Cultural Councils of the City of Rijeka that are responsible for the fields of cultural activities to which proposed programmes belong, and are appointed by the Mayor of the City of Rijeka after the deadline for the submission of applications in response to this tender.

The task of the cultural councils and the Expert Commission is to evaluate the offered programmes and prepare a report on the selection of offers for the implementation of the Public Needs Programme of the City of Rijeka in the field of culture for next year. The public needs programme proposals of the City of Rijeka in the field of culture for the year in question is determined by the Mayor and submitted to the City Council for consideration and adoption. The adoption procedure for the Public Needs Programme in the field of culture is prescribed by the Ordinance on the adoption procedure for the Public Needs Programme of the City of Rijeka in the field of culture (“Official Gazette of the Primorje-Gorski Kotar County” No. 13/19).

The budgetary funds are used to co-finance:

  • protection and preservation of cultural goods,
  • museum activities and visual arts,
  • music activities,
  • dramatic arts, dance and movement,
  • audiovisual activities,
  • literary activities,
  • innovative artistic and cultural practices,
  • community culture programmes (programmes fostering traditional culture and the culture of national minorities, cultural actions and manifestations of amateur associations in the territory of the local boards, programmes of friendship societies, etc.)
  • youth programmes and
  • manifestations.

Programme propounders are required to submit their programme applications exclusively in electronic form via e-prijavnice.
