Households (except those that have entered in to an agreement on freely agreed rental with a natural person) have the right to complete exemption from monthly costs of transporting municipal waste, from paying monthly consumption of 5 m³of water for every household member and public sewage services relating to 5 m³ of waste water monthly for every household member (variable part of the basic price) or for removing and transporting up to 12 m³ od waste water from septic and collection pits annually.

Who can get assistance?

A household that is a beneficiary of the guaranteed minimum compensation provided by the Social Welfare Centre Rijeka or a household whose monthly average income over the last three months is lower than the income threshold set by the City of Rijeka for each number of household members (threshold for a single person is HRK 2875, for a household composed of two members HRK 3625, a household composed of three members HRK 4875, a household composed of four members HRK 6250, households with more members + HRK 875 for each additional member) or a single-parent family (a family composed of a child or children and only one parent who alone parents them) whose average monthly income over the last three months is below the income threshold set by the City of Rijeka for each number of household members (threshold for a household composed of two members is HRK 4350, for a household composed of three members HRK 5850, for a household composed four members HRK 7500, for households with more members + HRK 1050 for each additional member) or households whose member is a beneficiary of the right to the attendance allowance, the right to the disability allowance, the right to the early intervention service, or the right to compensation until employment by the Social Welfare Centre Rijeka.

An additional condition for realising this right is that the household does not use the flat in which it lives without a valid legal ground and that in the Republic of Croatia it is not a (co)owner of a real estate item, save for the one that serves for living (second flat/house, holiday house or business premises).

How to get assistance?

In order to get this type of assistance, requests should be submitted at the counter hall of the City of Rijeka, at the address: Titov trg 3, counters 4 and 5 on working days from 8:30 to 15:30 h.

The right to the reimbursement of the utility fee is valid, as a rule, for one year, from the date of its approval, thereafter citizens may again apply for this assistance. The reimbursement of utility services costs is realised by reducing the bill of the company that has issued it (e.g. RI-stan).

During the procedure of recognising and realising the right facts and circumstances may undergo changes (for instance number of family members may change or the address) that must be timely communicated to the Health and Social Welfare Department by the applicant or the beneficiary.
