Utility services in Rijeka are provided by utility companies and companies and firms with which the City of Rijeka has entered into a concession agreement for performing certain activities.

Housing costs include: rentals, utility rates, potable water supply, household waste transport, gas and thermal energy supply for water heating, electric power supply and water rates.

The utility services are payable at the City of Rijeka by applying a collection system of integrated housing costs, while the City of Rijeka via its application On-line services makes payment of integrated housing costs  easier for citizens owing to modern information technology.

The Council for the protection of consumers of public services acts as an advisory body of the mayor that states its stance on the offer and prices of utility services payable by citizens.
