The Early Informatics Teaching Project was experimentally introduced in six elementary schools in Rijeka in 2002/2003. From school year 2003/2004 early informatics teaching was introduced in most elementary schools in Rijeka. Owing to the Early Informatics Teaching Project from grade 1 to 4 of elementary school, pupils gained basic knowledge, namely basic informatics literacy.

Starting from school year 2018/2019, the City of Rijeka introduced a new, modernised and updated programme of early informatics teaching, harmonised with dynamic technology development. The goal was to include as many students as possible to actively use computers and thus encourage and nurture interest in new technologies, with mechanisms to identify the growing dangers and challenges that these new technologies pose to students today. Instead of a curriculum, an open curriculum was developed with learning outcomes for each grade (from 1 to 4) of elementary school and accompanying guidelines for implementing the curriculum, which is characterised by flexibility in choosing the content and method of work.

For almost 20 years, the programme has been financed from the budget of the City of Rijeka and implemented in interested schools in Rijeka for 35 school hours during a school year, or one school hour weekly. In school year 2019/2020, the programme was implemented as an extracurricular activity developed and financed by the City of Rijeka, while starting from school year 2020/2021 it is performed as an elective subject financed by the competent Ministry.
