They are aimed at enabling preschool children and elementary and high school students the acquisition of civic competencies and other key competencies for life-long learning.<\/p>\n<p>The National Human Rights Education Programme was adopted by the Government of the Republic of Croatia towards the end of 1999. Since then, its has become an obligatory part of the education activity within the education system.
