The activities of the City Department of Culture include:
- Proposing the programme of public necessities in the field of culture;
- Monitoring of the work and management of the cultural institutions established and owned by the City of Rijeka;
- Monitoring and supervising the realisation of the project Rijeka 2020 – European Capital of Culture;
- Implementing programme and project activities in the field of culture that are in the interest of the City;
- Carrying out professional activities tied to cultural manifestations and programmes in the interest of the city and the development of creative industries;
- Monitoring and encouraging the work of associations and other legal and natural persons dealing with culture;
- Providing professional assistance in the realisation of programmes and resolving the problems encountered by City budget users dealing with culture;
- Drawing up strategic cultural policy documents of the City;
- Bringing together and considering projects proposed by institutional and non institutional cultural organisations and proposing their acceptance;
- Proposing the scope and manner of using facilities dedicated to the cultural activity and supervising their utilisation;
- Systematic monitoring of the construction of new buildings dedicated to cultural institutions;
- Systematic monitoring of activities falling within the scope of the protection and conservation of cultural heritage, managing and coordinating the implementation of the protection and conservation programmes that are financed or co-financed from the budget of the City of Rijeka and other resources, cooperation with competent services and institutions on all issues relating to protection and conservation, and also drawing up plans for allocating the funds collected from monument annuities.
