The budget is proposed by the mayor of the City of Rijeka as the executive body and it is adopted by the Council of the City of Rijeka, as the representative body by a majority of the votes cast by the city councillors.

Citizens may take part in budgeting and in the adoption of the budget.

The City of Rijeka has developed three models of participatory budgeting. Citizens may forward their budget proposals via  online forms or by using the form contained in the leaflet “Proračun u malom/Abbraviated budget” that they can mail to the following address:
