The Administrative Department of urban planning, physical planning and construction carries out the following activities:

• activities that provide conditions for urban spatial management owing to physical and urban planning and construction land restructuring
• organisation and coordination of spatial and project studies and project documentation for capital and development projects of the City
• preparation, coordination while producing and adopting spatial plans for the city territory
• issuance of administrative and non-administrative acts in order to implement spatial planning and construction documents in the territory of the city (site development permits, building permits, building inspection certificates, and other decisions, acts, certificates, attestations, site development information, etc.)
• implementing procedures for the legalisation of buildings that were built partially or completely without a building permit, i.e. contrary to the issued building act
• administrative and other professional activities from the scope of urban planning and construction
• activities of the intermediary body of Integrated Territorial Investments (ITI) in the territory of the Rijeka Urban Agglomeration and activities tied to the implementation of the ITI mechanism.

Within this administrative body the following internal organisational units have been set up:

1. Urban Planning Division carries out activities relating to the preparation, co-ordination and creation of documents tied to physical planning and any other activities that relate to the creation of spatial, project and other documentation relating to urban planning and regulation.
2. Spatial Planning and Construction Division issues administrative and non-administrative acts in order to implement spatial planning and construction documents in the territory of the city (site development permits, building permits, building inspection certificates, and other decisions, acts, certificates, attestations, site development information, etc.) and implements procedures for the legalisation of buildings, and other administrative and professional spatial planning and construction tasks.
3. Integrated Territorial Investments – ITI Implementation Division carries out activities and functions of the Intermediary body for integrated territorial investments and other activities tied to the implementation of the integrated territorial investment mechanism as a special form of investment of EU funds tied exclusively to the Rijeka Urban Agglomeration projects and programmes.
