The Administrative department of utility services and transport carries out the following activities:

  • administrative and professional activities in the municipal sector, relating to the planning, construction, management and maintenance of buildings and related facilities and devices of utility infrastructure and public areas determined by utility management regulations
  • analysis, arrangement and control of traffic and activities relating to the issue of licences to perform taxi services
  • awarding concessionary approvals for the performance of activities in the maritime domain and maritime domain concessions, activities in connection with awarding concessions for the performance of chimney sweeping services, and concessions for performing the activity of thermal energy distribution in the territory of the city
  • assigning of the public water service relating to the cleaning of septic and holding tanks
  • activities relating to use and temporary use of public space, and other real property and commercial and advertising items owned by the City of Rijeka
  • determining utility rates, compensation for holding an illegally constructed building in an area, utility and other rates and monument annuities, as well as bringing in decisions, initiating collection and enforcement procedures falling within the scope of the Department,
  • maintenance work and care for the protection of maritime domain in general exploitation, activities relating to the performance of utility services financed from funds collected on account of the utility rate, and activities relating to digging and occupying public areas
  • activities relating to assignment of the performance of utility services,
  • activities of communal wardens,
  • activities of traffic wardens,
  • coordination of utility companies and societies owned or co-owned by the City falling within the scope of activity of the Department
  • monitoring the activity and operation of the Agency for Subsidised Housing Construction of the City of Rijeka
  • other tasks within the scope of their activity determined by special laws, other regulations and decisions taken by the mayor and the City Council.

Within this administrative body the following internal organisational units have been set up:

  1. Planning, Development, Infrastructure Construction and Transport Division, carries out activities related to the planning, construction and management of buildings and related facilities and devices of utility infrastructure, analysis, controls and regulation of traffic, in terms of analysing the existing and proposing new traffic solutions of local importance, and activities relating to the issue of licences to perform taxi services, activities related to the determination and (forced) collection of utility rates, compensation for holding an illegally constructed building in an area, activities relating to the assignment of the public water service relating to the cleaning of septic and holding tanks, monitoring the activity and operation of the Agency for Subsidised Housing Construction, tasks related to the collection procedure, analysis and certification of invoices and other financial documentation of legal entities and natural persons who have been granted a concession falling within the competence of the Administrative Body, and coordination and monitoring of the work and operation of utility and other companies co/owned by the City falling within the scope of activity of the Division.
    1. Planning, Development, Infrastructure Construction Subdivision, carries out activities related to the planning, construction and management of buildings and related facilities and devices of utility infrastructure, activities related to the determination and (forced) collection of utility rates, compensation for holding an illegally constructed building in an area, activities of assigning the public water service relating to the cleaning of septic and holding tanks, monitoring the activity and operation of the Agency for Subsidised Housing Construction, tasks related to the collection procedure, analysis and certification of invoices and other financial documentation of legal entities and natural persons who have been granted a concession falling within the competence of the Administrative Body, and coordination and monitoring of the work and operation of utility and other companies co/owned by the City falling within the scope of activity of the Subdivision.
    2. Transport Subdivision, carries out activities relating to analysis, control and regulation of traffic, in terms of analysing the existing and proposing new traffic solutions of local importance, and activities relating to the issue of licences to perform taxi services and coordination and monitoring of the work and operation of utility and other companies co/owned by the City falling within the scope of activity of the Subdivision.
  2. Common Municipal Activities Division, carries out activities relating to the maintenance of buildings and realted facilities and devices of utility infrastructure and public areas, awarding concessionary approvals for the performance of activities in the maritime domain and maritime domain concessions falling within the competence of the City, approving concessions to legal entities and natural persons falling within the competence of the Administrative Body, activities related to determination and (forced) collection of the utility contribution and rates, as well as monument annuities, maintenance and care for the protection of the maritime domain in general use, tasks related to the performance of utility activities that are financed from the utility rates, activities relating to use and temporary use of public space, and other real property and commercial and advertising items owned by the City of Rijeka, activities related to digging and occupation of public areas, and monitoring of the work and operation of utility and other companies co/owned by the City falling within the scope of activity of the Division.
    1. Economy and Collection Subdivision carries out activities relating to the determination and (forced) collection of the utility rates, as well as monument annuities, the water regulation fee (on behalf of Hrvatske vode – legal entity for water management), tasks relating to use and temporary use of public space, and other real property and commercial and advertising items owned by the City of Rijeka, activities related to digging and occupation of public areas and concession approvals for carrying out activities in the maritime domain.
    2. Maintenance Subdivision carries out activities relating to the maintenance of buildings and devices and related devices of utility infrastructure in accordance with the regulations on the municipal economy, maintenance works and care for the protection of the maritime domain in general use, works related to the performance of municipal activities that are financed from utility rates, tasks relating to use and temporary use of public space, and other real property and commercial and advertising items owned by the City of Rijeka, activities related to digging and occupation of public areas, and monitoring of the work and operation of utility and other companies co/owned by the City falling within the scope of activity of the Subdivision.
  3. Community Wardens Division carries out supervision activities over the implementation and observance of the Decision on Municipal Order, as well as other general acts of the City and relevant regulations related to the municipal economy, which determine the competence of , community wardens, supervision of legal entities and natural persons who have been granted a concession, as well as the tasks of issuing decisions and mandatory misdemeanour orders determined by the regulations and general acts of the City related to the above-mentioned responsibilities of the community wardens, as well as coordination and monitoring of the work and operation of utility and other companies co/owned by the City falling within the scope of activity of the Division.
  4. The Traffic Wardens Division carries out the tasks that include the supervision of vehicles stopped or parked contrary to regulations and traffic management, aiming to solve traffic problems in the city in a more efficient manner, and coordination and monitoring of the work and operations of utility and other companies co/owned by the City falling within the scope of activity of the Division.
