Project Goal
MESOC adapts and further develops a method for “transition based” impact assessment derived from a previous UNESCO Chair Publication, building a structural model of the Societal Dimension of Culture, as defined by one of the strategic objectives of the European Agenda.

Description
The following model will be applied in the project:
- Define the scope of research on the social value and impact of cultural policies and practices, based on the analysis of a collection of academic and institutional literature and define a set of case studies relevant to these three crossover topics: a) health and well-being, 2) urban and territorial renewal and 3) engagement of people and participation;
- Using the Delphi method, in cooperation with a large number of key institutional, academic and professional actors, determine a list of variables (indicators) of impact on crossover topics that reflect a fundamental approach to the analysed case studies;
- within 10 European cities (Athens, Barcelona, Cluj, Ghent, Issy-les-Moulineaux, Milan, Rijeka, Turku, Valencia and Warsaw) implement pilot research as an evaluation tool to assess the social value and impact of cultural policies and practices tied to the three crossover themes;
- propose a (framework) set of statistical sources (possibly including new ones that are practically and economically feasible) that could complement existing measures of social value and cultural impacts by adding their effects on personal well-being and health, citizen involvement and participation, urban identity and social cohesion.
Project result
The final, expected outcome of the project is free and open access, an online service (called MESOC Toolkit) that could be used by researchers and experts (the latter includes policy makers and cultural operators from all over the EU) to measure the social value and impact of cultural policies and practices.
