Project Title: COGOV (Co Creation and Co Governance)

Project Goal:

Identify, collect and promote best practice and innovation in the public sector that enables more appropriate and accessible public services. The project will contribute to the promotion and assessment of the wider societal impact of organizational innovation in the digital transformation of public administrations across Europe.

Project description:

The COGOV project addresses a strategic approach to the governance of European public administrations with a new participatory approach as a key condition for improving public governance and citizen participation across Europe. The project will develop a WEB-based tool for participatory strategic management based on citizen participation and open data.

Activities:

  1. Literature review
  2. Case studies and research: Understanding the approach to strategic decision-making in public administrations in Europe
  3. Gathering experience and best practices in co-creation and co-production
  4. Analysis of innovative approaches within territorial cultural strategies
  5. Engaging experts in strategic planning
  6. Development of an information system for support to decision-making and a set of tools based on best practice
  7. Development, dissemination and exchange of knowledge
  8. Ethical requirements

More specifically, the project will have an impact on:

  1. Strategic and participatory approach to public services that encourage wider citizen participation, trust, engagement and political legitimacy
  2. Stimulate formative organizational learning, problem solving and service improvement
  3. Identify key success factors in developing and implementing promising local innovations
  4. Promoting models and practices based on public value and cooperation
  5. Contribution to more efficient, accessible, socially inclusive and legitimate production of public services and their more efficient cooperation with groups of users, citizens and non-governmental organizations

Budget:

The total project value amounts to 4,559,297.50. The value of the project for the City of Rijeka amounts to EUR 150,000

The project is funded by the European Union “Union’s Horizon 2020 research and innovation programme under grant agreement No 770591”
