Project Goal

The “Radius V” project is aimed at creating a stimulating environment for the development of volunteering through the establishment of a unique methodology for systematic and continuous research of the situation and trends and measuring the impact of volunteering on socio-economic development in Croatia. Capacity building, pooling the expertise of CSOs and academia and fostering structured dialogue between CSOs, public administration, local and regional self-government and higher education and research institutions will contribute to the further development of effective public policies for volunteering at national and local levels.

Project description

Creating a supportive environment for further development of volunteering through: a) strengthening professional, analytical and advocacy capacities of CSOs and b) encouraging networking, cooperation and structured dialogue between CSOs, local and regional self-government, social partners, higher education and scientific institutions with the aim of developing effective public policies in the field of volunteering development.

Establishing and piloting a unique methodology for systematic and continuous monitoring, research and measuring the impact of volunteering on socio-economic development of the Republic of Croatia through the association of professional competencies of volunteer centres and academia (Faculty of Humanities and Social Sciences Rijeka and other experts in volunteering).

Project activities and expected outputs

The project is implemented through different groups of activities, and the expected outputs are:

  • Strengthening partnerships of civil society organisations and including new members and membres of the thematic network (analysis of key stakeholders and database of relevant stakeholders in the field of volunteering; thematic network for volunteering development has 18 members, representatives of CSOs, local and regional self-government, faculties, social partners and meets regularly, a network of volunteer coordinators has been established, a corporate volunteering programme has been in place and an employee volunteering model has been developed)
  • Conducting public opinion polls and surveying the needs of society (conducted a total of 6 public opinion polls involving 300 volunteering organizers in the field of polling needs for further development of volunteering and 1000 citizens in the public opinion poll on volunteering)
  • Implementation of scientific research in the field of necessary social change (guidelines for public policy making; conducted 3 scientific research on the scope and structure of volunteering in the Republic of Croatia; published 4 scientific and 2 professional articles based on scientific research)
  • Development of guidelines for the development of evidence-based public policies (developed 6 guidelines for the development of public policies based on research conducted through the project; held 5 events where guidelines were presented to relevant stakeholders)
  • Conducting analyses of social impact proposed by interventions (developed methodology and tools for measuring the impact of volunteering, conducted 6 pilot tests based on which 6 analyses of social impact were made; 2 events were held to present analyses to relevant stakeholders)
  • Implementation of a structured dialogue of all stakeholders and decision-makers (9 structured dialogues involving all relevant stakeholders, held 4 roundtables on public policy topics, 4 regional co-ordinations on the current implementation and amendments to the Law; 1 national consultation with the relevant Ministry) regular monitoring of European policies and exchange of examples of good practice through the European Voluntary Centre)
  • Promotion and visibility (2 national conferences for stakeholders relevant to the development of volunteering were held; 3 events “Croatia volunteers” were held at the national level; 4 promotional banners and 2000 pieces of info leaflets were made)
