The City Council as a representative body shall adopt decisions and acts within the competence of a local self government unit , by a majority of the votes cast by its members. The work of the City Council is laid down by the Rules of Procedure.

The City Council is the representative body of the citizens of the City of Rijeka and the local self-government body that adopts acts falling within the scope of the City of Rijeka, and performs other tasks, in accordance with the Constitution, law and the Statute of the City of Rijeka.

The City Council has 31 members.

The representation of the autochthonous Italian national minority in the City Council shall be guaranteed by the election of one member of the City Council belonging to the autochthonous Italian national minority.

The representation of the Serbian national minority in the City Council shall be guaranteed by the election of an appropriate number of members of the Serbian national minority in accordance with the provisions of the Constitutional Act on the Rights of National Minorities and the Local Election Act.

The elections for the present constitution of the Rijeka City Council were held on Sunday, 16 May 2021. The constituting session of the Rijeka City Council was held on 29 June 2021.

The City Council has its president and two vice presidents elected by a majority of the vote of alcouncillors of the City Council elected from among its membership and in a manner as laid down by the Rules of Procedure of the City Council. One vice president is elected from among the members of national minorities.

City Council sessions are public. The publicity of the City Council’s work is laid down by the Rules of Procedure.

The scope of operation of the City Council

The City Council shall:

  • adopt the Statute of the City of Rijeka,
  • adopt decisions and other general bylaws that regulate issues pertaining to the self-governing scope of the City of Rijeka,
  • adopt the budget, the decision on budget implementation, and the annual budget implementation report,
  • supervise overall material and financial performance of the City of Rijeka,
  • adopt the guidelines for the development of the City of Rijeka,
  • determine development programmes relating to the single activities and public needs of relevance to the City of Rijeka,
  • adopt documents relating to physical planning for the City of Rijeka,
  • adopt the City Council Rules of Procedure,
  • elect and release from duty the president and vice-presidents of the City Council,
  • establish the working bodies of the City Council,
  • elect and release from duty the president, vice-president and members of the City Council working bodies,
  • appoint, elect and release from duty persons defined by law, other regulations and this Statute,
  • call a referendum to revoke the mayor and his deputies, in accordance with the law and this Statutes,
  • establish the organization and scope of the administration bodies of the City of Rijeka,
  • establish public institutions and other legal entities in order to perform economic, social, public utility and other activities of interest to the City of Rijeka, and shall decide on status changes and transformation in accordance with law,
  • decide on the transfer and takeover of founding rights in conformity with specific laws,
  • decide on the acquisition and transfer (purchase and sale) of shares and interests held in companies founded by the City of Rijeka,
  • determine the representatives of the City of Rijeka at the general meetings of companies founded by the City of Rijeka, where it is provided for by the company’s deed of incorporation
  • decide on the acquisition and alienation of items of movable property and real estate of the City of Rijeka which single value exceeds the amount of HRK 1,000,000 (one million),
  • decide on granting consent to borrowings or issuing guarantees in respect of liabilities undertaken by legal entities in direct or indirect majority ownership of the City of Rijeka, and institutions founded by the City of Rijeka in an amount exceeding HRK 10,000,000.00 (ten million),
  • decide on the joint performance of tasks pertaining to the self-governing scope together with other local self-governing units,
  • confer the public awards of the City of Rijeka,
  • decide on the establishment of or the accession of the City of Rijeka to associations of cities and the establishment of cooperation between the City of Rijeka and local and regional units in other states,
  • call a local referendum in the territory of the City of Rijeka,
  • adopt individual and other bylaws pertaining to the self-governing scope of the City of Rijeka in accordance with law,
  • perform other activities falling within its competence by law, other regulations or the Statute of the City of Rijeka.
