Context, needs and opportunities: With the aim that the City of Rijeka may further remain a city of diversity in 2030, where a high quality of life arises from cooperation between smart city administration and engaged citizens, in the context of social services, it is necessary that all citizens have equal access, and an opportunity for them to participate in social life and quality services. Measures and activities aimed at improving social services in Rijeka related to health and social services, the content of the cultural offer, sports activities and educational opportunities can be included in projects that contribute to effective communication between stakeholders, investments in infrastructure and a comprehensive approach to services development. Consequently, horizontal and vertical sectoral connections are needed that allow exchange of information, knowledge and the development of new cooperation and the interdisciplinary management of urban development. This mainly refers to the connection between the education sector and the economy, sectors which are recognised as key attracting factors for living in a particular place, which level of development and networking directly influences professional and private growth and development of citizens.

In this segment, three specific goals have been proposed which will make Rijeka a city of high and balanced living standards and one specific goal which aims to improve the operation of the city administration and encourage citizens to be actively involved in city development. The city will be focused on improving cultural identity and preserving cultural heritage through new projects and continuing the activities under the ECOC 2020 programme, developing and adapting the education system to the needs of the economy and the labour market, improving the quality and raising the standards of health and social services and encouraging citizens to active life. The fourth specific goal refers to smart city management by improving the operation of the city administration through digital transformation and connecting city departments and institutions, educating staff and citizens and encouraging citizens to participate actively in the development of the city.

In relation to the horizontal goal Smart Rijeka in 2030, the intention of the City, especially through the specific goal 1.4. is to develop smart solutions in the field of management and communication with citizens, using technology for more efficient administrative transactions, but also to encourage citizen engagement.

Measures related to Strategic Goal 1: Living in Rijeka in 2030

Specific goal 1.1. Education in the function of quality of life and strengthening the economy

In 2030 Rijeka is a city in which knowledge and the market realise significant partnerships, and the education sector is horizontally connected and coordinated. Education in Rijeka in 2030 is open to everyone and attracts an increasing number of students from Croatia and abroad who work professionally in Rijeka and remain living there as highly educated members of the community. Educational institutions in Rijeka are recognised for innovating the education system and access to learning, and integrated education management in Rijeka is a key element of success whereby putting education in the function of the quality of life for a wider community.

In 2030, Rijeka is recognised as a city of active citizens that continuously invests in demographic renewal, healthy habits and services of its community and through new technologies promptly monitors the needs of the most vulnerable in society, thus positioning itself as a place that recognises the needs of each resident investing in particular in vulnerable social groups offering them in this way security and stability of the living standard and opportunities for prosperous development. In 2030, the citizens of Rijeka are raising the standard of awareness of a healthy lifestyle and an inclusive society in which every resident has an important role to play in preserving the community ecosystem and common progress.

Specific objective 1.3. Capital of culture even after 2020

In 2030 Rijeka the legacy of the “Port of Diversity” project and ideas that have become an integral part of the community and have generated new values for the socio-economic development of the city and its surroundings. Culture in Rijeka in 2030 is recognised by a strong action of local actors and international networking that contributes to the recognition of Rijeka and the Republic of Croatia abroad. Culture in Rijeka in 2030 takes on the role of a strong actor that thinks about the future, re-examining the past and present and in a strong synergy of institutional and non-institutional sectors provides daily opportunities for new insights, spaces for conversation and exchange of ideas and is essential for every citizen. Cultural programmes in Rijeka in 2030 are inclusive and participatory, and culture becomes an integral part of education and the economy, primarily in cultural entrepreneurship and cultural tourism.

Specific goal 1.4. Cooperation between smart administration and engaged citizens

In 2030, the citizens of Rijeka are more connected, informed and more active and continuously raise the standard of tolerance in society in Rijeka and beyond. Active citizenship is a developed concept of the city of Rijeka which value is recognised by all citizens who contribute to the management of public resources, and additional development of participatory processes, citizens are directly involved in deciding on certain public funds and other issues of public interest. The goal of the city administration in 2030 is to ensure a high quality of life in Rijeka in cooperation with citizens in the context of social services and infrastructure and the development of society in general. Therefore, Rijeka will continuously encourage the growth and development of civil society and improve the channels for interaction between citizens and the city administration through new technologies.
