The City of Rijeka, as the centre of the Rijeka Urban Agglomeration, with the aim of implementing the ITI mechanism, has established an ITI Intermediate Body, the ITI Implementation Division operating within the Department of Development, Urban Planning, Ecology and Land Management.

The agreement relating to the performance of delegated and related tasks and activities within the Operational Programme “Competitiveness and Cohesion” in the financial period 2014-2020, signed on 13 April 2017 between the Ministry of Regional Development and EU funds and urban centres, lies down the roles of the Ministry as the Managing Authority and ITI Intermediate Bodies (ITI IB). In addition to the delegated functions and related tasks, the Agreement also lies down the obligations of the ITI IB.

Thus, part of functions in the system was lowered to the level of the cities that will perform the activities of ITI IB. By signing the Agreement, the first step was taken towards the decentralization of the management and control system when using the European Social Fund, the European Regional Development Fund and the Cohesion Fund tied to the goal “Investment for growth and jobs” in the Republic of Croatia.

The ITI IB became the promotor of the implementation of certain parts of the grant procedure, within specific goals 4c3 and 6e2 and specific goals 3a2, 6c1 and 7ii2 (in the part where these specific goals are implemented through the ITI mechanism) of the Operational Programme “Competitiveness and Cohesion” 2004 -2020, which relates to the activity of assessing the quality of project proposals and the ranking of selected project proposals after the publication of a call for project proposals relating to single specific goals.

Among others, the task of the ITI IB is to determine and agree the final lists of interventions that will be implemented in the Rijeka Urban Agglomeration and sign the addendum to the Agreement – ITI implementation plan.

The ITI Intermediate Body – ITI Implementation Division, operating within the Department of Development, Urban Planning, Ecology and Land Management is a beneficiary of Technical Assistance under the Operational Programme Competitiveness and Cohesion 2014-2020.

Project Title: City of Rijeka – Technical Assistance ITI IB, KK.10.1.1.02.0002

Project implementation period: 18 May 2016 – 31 December 2023

Project summary: By receiving a grant from priority axis 10-Technical Assistance, effective implementation will be provided in the city of Rijeka, as the centre of the urban area where the integrated territorial investment mechanism is implemented. By co-financing salaries, equipment of employees who will perform ITI IB activities, their education and training on ESI funds until 2023, the City of Rijeka will successfully ensure project sustainability with its own financial and administrative funds and capacity building in the event of widening the Rijeka Urban Agglomeration and implementing the ITI mechanism.

Project goals and expected results: By using grants from technical assistance for the implementation of the ITI mechanism, the implementing body for the Rijeka Urban Agglomeration, providing funds for personnel and education costs, will ensure and enable the maintenance and strengthening of existing and new human resources and will enable sustainable implementation of the ITI mechanism in the next financial perspectives. Funds intended for promotional activities will contain information intended for the general public about EU funds owing to which the project is co-financed.

  • Amount co-financed by the EU: HRK 12,771,250.00 (85%)
