Tunnel shelters and shelters for basic protection are let out on lease in accordance with the Decision on letting out on lease tunnel shelters and shelters for basic protection during peace (Official Gazette of the Primorje – Gorski Kotar County  44/09) that also contains a table for determining rental payment amounts. The function of the shelter for carrying out a certain activity is determined by the mayor at the proposal of the Department of Local Self-Government and Administration and the Department of Entrepreneurship. Shelters are let out on lease by means of a public tendering procedure.
