The mayor of the City of Rijeka, as executive body, at the proposal of the Department of Local Self-Government and Administration, determines the equipment standard of buildings and municipal infrastructure equipment in the local boards operating in the city territory. These Equipment Standards are drawn by of the City Department of Local Self-Government and Administration, on the basis of data received from:

  • The Utility Services Department
  • Utility company “Rijeka promet d.d.”
  • Utility company “Energo d.o.o.”

The following information is submitted on:

  • The realised utility rates (80% of realised funds of utility rates relating to residential and garage premises in the territory of the mentioned local board in the previous year)
  • Non-asphalt roads (of the average width of 4 metres)
  • Bad carriageways (of the average width of 4 metres)
  • Missing sidewalks (of the average width of 1 metres)
  • Unresolved rainwater drainage
  • Insufficient number of bus stops
  • Insufficient areas of playgrounds for children from 1 to 6 years
  • Insufficient areas of playgrounds for children from 7 to 15 years
  • Insufficient green areas
  • Missing lighting fittings

This information represents the criteria whereby overall needs are expressed for each local board stating prices in local currency. In accordance with the Conclusion taken by the Council of the City of Rijeka on 26 October 2005, the Department of Local Self-Government and Administration is responsible for analysing the valid criteria, in cooperation with the Local Self-Government Board and councils of local boards in the territory of the city of Rijeka, in order to estimate the situation concerning its equipment and to eventually propose new criteria and standards to the mayor that would enable a more unified distribution of funds collected on behalf of the utility rates within local boards. The Department of Local Self-Government and Administration has set a limit below which there are local boards which situations concerning municial infrastructure and equipment was found to be insufficient, namely they received negative points expressed in HRK.
