The funding of small municipal interventions (municipal priorities) and the adoption of the Funds Distribution Plan for municipal priorities in the territory of each local board have been laid down by Articles 5 and 6 of the Decision on the financing method of local board activities in the territory of the city (Official Gazette of the Primorje – Gorski Kotar County 41/0844/0946/1214/13 and 13/15).

Financing – in order to realise the plan of small municipal interventions (municipal priorities) adopted by the local board council, in the budget of the City of Rijeka, funds are set aside in the amount of 80% of the funds collected on behalf of utility rates relating to residential and garage premises in the territory of that local board in the year preceding the year in which the Plan of small municipal interventions was adopted (for example: funds collected on behalf of utility rates in 2014 for the Plan of small interventions in 2016, was adopted in December 2015.)

Funds are allocated to the local board in accordance with the following criteria:

  • amount of 20% of funds proportionate to the number of inhabitants,
  • amount of 20% of funds proportionate to the amount of realised utility rate,
  • amount of 20% of funds proportionate to the surface of the local board.

The remaining amount of 40% of funds deriving from utility rates, is set aside to settlement funds allocated in a manner that 50% of the amount is allocated in proportion to the number of inhabitants, while 50% of the amount proportionate to the level of equipment of the local board where the level of equipment of the premises and municipal infrastructure equipment are insufficient.
