The programme of public necessities in the field of technical culture is implemented via invitations to tender published by the City Department of Sports and Technical Culture. The professional evaluation commission appointed by the mayor of the City of Rijeka assesses the submitted programmes.

The proposed programme of public necessities in the field of technical culture with a projection of fund distribution by single programmes i.e. users is prepared by the competent Department. The final proposal is determined by the mayor of the City of Rijeka and is submitted to the City Council for approval. The programme is published in the Official Gazette of the City of Rijeka.
