The placing of sculptures is laid down by the  Ordinance on simple constructions and works (Ministry of Construction and Physical Planning) and the Ordinance on the conditions for placing articles and temporary objects.

In accordance with the  Ordinance  issued by the Ministry, sculptures are simple constructions and their installation can be initiated without the building permit (if the sculpture has characteristics of a building (gross) surface of up to 4.00 sq.m. and is high up to 4.0 m from the level of the surrounding ground).

Locations and conditions for placing and forming objects are laid down by the  Plan of locations for placing articles and temporary objects in the territory of the City that is brought in by the mayor at the proposal of the City Department of Development, Urban Planning, Ecology and Land Management.

A request for placing a sculpture is to be submitted to the City Department of Development, Urban Planning, Ecology and Land Management, f.a.o. the Commission for placing articles and temporary objects.
