Exceptional transport is allowed on the basis of the authorisation for exceptional transport whereby conditions and the manner of performance are determined, as well as, the amount and method in which the fee and other costs relating to exceptional transport are to be paid.

Exceptional transport, being vehicle transport that alone or with loading exceeds the prescribed dimensions or total mass, namely the prescribed axle weight limit, is regulated by the Decision on the unclassified roads in the territory of the city of Rijeka (Official Gazette of the Primorje – Gorski Kotar County 54/12).

The authorisation is issued:

  • In the event that exceptional transport is performed only on an unclassified road, by the Utility Services Department, which shall inform the Ministry of the Interior, Police Administration of the County of Primorije – Gorski Kotar in Rijeka and the Road Inspection Service on the issued authorisation for exceptional transport.
  • In the event that exceptional transport is to be performed on a public road and on an unclassified road, the authorisation for exceptional transport is issued by the legal entity that manages the public road.

The conditions and the manner of performing exceptional transport on an unclassified road and the conditions and procedure for issuing the authorisation for exceptional transport on an unclassified road are determined by the mayor.

The costs of exceptional transport on an unclassified road relating to the procedure of issuing the authorisation for exceptional transport, taking special measures that must be implemented for exceptional transport safety (supporting and reinforcing bridges and other structures, escort and other) and the exceptional transport fee are payable by the transporter. The fee rate and payment of costs relating to exceptional transport are determined by the Conclusion adopted by the mayor.

If inspection reveals that exceptional transport on an unclassified road is performed without authorisation or that the axle weight limit, total mass and vehicle  dimensions exceed the numbers specified in the authorisation, exceptional transport may continue only after having obtained an adequate licence and having paid the exceptional transport fee, namely after suitable harmonisation with the prescribed axle weight limit, total mass and vehicle dimensions.

In addition to inspection costs, the transporter shall pay a fee for exceptional transport for the road driven up to the moment of inspection or up to the point where the axle weight limit, total mass and vehicle dimensions were adjusted and he shall refund all the damages caused by that action on the unclassified road.
