The Republic of Croatia finances the material operation of primary schools, current and investment maintenance, as well as the adaptation and rehabilitation of primary school buildings through the so-called decentralised funds that the Government of the Republic of Croatia allocates to the City of Rijeka every year, which then takes care of the material operation of primary schools and builds and maintains primary school buildings.

The City of Rijeka finances the so-called wider public needs, which includes the financing of extended-care and day-care educational programmes (1st to 4th grade), teaching assistants, extracurricular programs, etc., the purpose of which is to raise the educational standard.
