In 2007, on the occasion of the Family Day, the City of Rijeka opened a shelter for women and children victims of domestic violence, one of the first such shelters in Croatia.

The shelter was set up at a secret address. At the shelter work professionals who are qualified for work with victims of domestic violence, gathered around the Association for Family Protection, Rijeka (U.Z.O.R.)

For the needs of the shelter, the City has ceded and equipped premises of a surface of about 120 square meters.

The main purpose of the programme is to provide protection and assistance to victims of violence, by providing safe accommodation and psychosocial treatments. The second important role is the reduction of domestic violence through education and by raising public awareness.

By financing the Shelter, the City of Rijeka also supports the activity of the Counselling Centre for the victims of violence and SOS phone 0800-333-883, which has proved to be indispensable in advisory and preventive terms.
