Since pedagogic year 2014/2015, the preschool programme has been obligatory for all children in a year before enrolment in elementary school and is free of charge for all children whose parents reside in the territory of the city of Rijeka. The programme is implemented in the kindergartens of the city Rijeka, and it lasts for at least 250 hours.

In accordance with the instruction given by the Ministry of Science, Education and Sports, children belonging to the Rom nationality and children with particular needs, attend this programme two years before enrolment in elementary school.
