The development of local self-government is aimed at encouraging and developing cooperation and partnership between citizens and the City of Rijeka.

The local boards operating in the territory of the City of Rijeka have been set up with the aim of:

• establishing an organized form of direct citizen participation in decision-making on local affairs which directly and daily affect the life and work of citizens,
• considering in a more quality manner narrower local problems and finding solution, in coordination with legitimate representatives of a certain local community,
• recruiting additional human and material resources of the local community in solving important issues for this community and indirectly promoting the attitude towards the co-responsibility of citizens and the city representative and executive authority for living conditions in each local board and in the city in its entirety,
• raising in a uniform manner utility and social standards in all city areas
