The City of Rijeka rents flats to its socially disadvantaged citizens and it builds flats that can be bought under more favourable conditions than those prevailing in the market.

The City of Rijeka owns flats which it assigns to socially disadvantages citizens in accordance with a priority list.

The prices of rented city flats are not of commercial nature.

Moreover, through its Agency for social housing, the City of Rijeka builds flats which are sold and can be repaid in instalments under more favourable conditions than those prevailing in the market as regards interest rates and repayment terms.

The purchase of municipal flats, in addition to flats constructed within the social housing construction programme, means the purchase of flats with tenancy rights, the purchase of rented flats, of ideal parts of flats and flats unsuitable for living. It is also possible to buy flats owned by the City of Rijeka that are rented by Croatian military invalids of Homeland War and family members of killed, captured or missing Croatian defenders.

The flats owned by the City of Rijeka are given on lease through a priority list that is determined for a period of four years. Exceptionally, when there are justified reasons to do so, the validity of the List may be extended.
