The contest for public cultural needs is published every year.

The public needs of the City of Rijeka in the field of culture are cultural programmes, manifestations, projects and actions for which funds are provided in the budget of the City of Rijeka. In addition to programme financing, the city administration also determines the manner in which the use of the funds assigned is to be followed. The selection of cultural programmes and their inclusion in the Programme of public cultural needs is carried out through an invitation to tender published by the City Department of Culture. The professional evaluation of the submitted proposals is conducted by the City’s Cultural Councils appointed by the Council of the City of Rijeka.

The Cultural Councils submit a professional evaluation with a proposal for programme co-financing to the Department. On the basis of the professional evaluation, the Department draws up a proposal of the Programme of public cultural needs with a fund distribution plan by single programmes and users. The final proposal of the programme and fund distribution plan is established by the mayor of the City of Rijeka who submits it to the City Council for adoption. The programme is published in the Official Gazette of the Primorje – Gorski Kotar County and on the City website.
