The City of Rijeka recognises homeless people as a vulnerable category of people and it co-finances organisations that in different ways provide assistance to them.

For many years the City has been financing the homeless care programme promoted by the Franciscan Profane Order.

Moreover, the City has refurbished and it finances the so-called city homeless shelter which was organised by association “Oaza” (Oasis). This association has organised a separate housing community for homeless women.
