People with disabilities and children with particular needs belong to a particularly vulnerable group of citizens for whose welfare the City of Rijeka provides a number of subsidies within its Social programme, and it also continuously implements and finances projects aimed at improving the mobility of these people, namely those that provide accessibility to buildings and other municipal infrastructure. Various social and health services provided by institutions and associations  that take care of disabled people and children with disabilities are separately financed.
